Mesa residents can provide input about how the City awards federal funds to local community programs. A public comment period for the City of Mesa's proposed Fiscal Year 2025/2026 Annual Action Plan and 2025-2029 Five Year Consolidated Plan is open through Wednesday, April 30, 2025.
The Annual Action Plan includes specific activities recommended for funding under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnerships (HOME) programs. The funds awarded by HUD are used for public services, community programs and housing and community development activities that benefit low and moderate-income residents. The plan also includes the City's Human Services programs which receive money from the General Fund and contributions from the ABC: A Better Community Program.
The 2025/2026 Annual Action Plan proposes uses of CDBG, HOME and ESG funds for funding activities that are consistent with the City's Five-Year Consolidated Plan and outlines how the City intends to spend approximately $3,890,685 in federal Community Development Block Grant (CDBG) and approximately $6,812,619 in federal HOME Investment Partnerships (HOME) Program funds and $355,987 in Emergency Solutions Grant funds. City Council is scheduled to vote on the funding recommendations at its May 12, 2025 meeting. Mesa will submit these documents to HUD by the established due dates. The 2025/2026 fiscal year begins July 1, 2025.
The City of Mesa has participated in the federal CDBG Program for 47 years, ESG Program for 35 years and HOME Program for 31 years. Mesa has received over $100 million in federal funds to deliver critical services for low to moderate-income persons whose income falls below 80% of the area median income (AMI.)
