Mesa City Council Issues Notice of Intent to Adjust Utility Rates

Mesa City Council has issued a Notice of Intent to adjust utility rates, beginning a 60-day period for residents and businesses to review the proposal and share their feedback. Under the Council's proposal, most Mesa households would see an increase of less than $6 per month on their utility bills. Mesa reviews utility rates every year as part of its ongoing fiscal management.

This annual process allows the City to make smaller, predictable adjustments instead of large, sudden increases. By planning ahead, Mesa ensures its utilities remain reliable and affordable while continuing to meet the needs of a growing community.

The City's approach is guided by principles of fairness and responsibility. That includes keeping rate changes steady over time, maintaining healthy reserve funds and making sure residential and non-residential customers share costs equitably. Another important part of Mesa's fiscal strategy is the utility fund transfer. In lieu of a primary property tax, Mesa uses a portion of utility revenues to help fund essential services such as public safety, utility infrastructure and quality-of-life services that benefit everyone in the community.

The Council is expected to consider the adjustments in November, with a final vote scheduled for Dec. 1. If approved, the new rates would take effect Jan. 1, 2026.
