Mesa residents can provide input about how the City awards federal funds to local community programs. A public comment period for the City of Mesa's proposed Fiscal Year 2026/2027 Annual Action Plan is open through Thursday, April 30, 2026.
The Annual Action Plan includes specific activities recommended for funding under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnerships (HOME) programs. The funds awarded by HUD are used for public services, community programs and housing and community development activities that benefit low and moderate-income residents. The plan also includes the City's Human Services programs which receive money from the General Fund and contributions from the ABC: A Better Community Program.
The 2026/2027 Annual Action Plan proposes uses of CDBG, HOME and ESG funds for funding activities that are consistent with the City's Five-Year Consolidated Plan and outlines how the City intends to spend approximately $3,675,410 in CDBG entitlement funds, $340,016 in ESG entitlement funds, $1,293,065 in HOME entitlement funds and $5,325,339 in HOME reprogrammed funds. An electronic copy of the Five Year Consolidated Plan and Annual Action Plan, listing all projects proposed for funding, is available online.
The 2025-2029 Five-Year Consolidated Plan outlines the City's housing and non-housing community development needs and priorities over five years.
The FY 2026/2027 Annual Action Plan proposes uses of CDBG, ESG, and HOME funds for activities that are consistent with the City's 2025-2029 Five-Year Consolidated Plan. This document is available for public review at the Housing and Community Development office, 200 S. Center St., Bldg. 1 Mesa, AZ or on our website.

City Council is scheduled to vote on the funding recommendations at its May 4, 2026 meeting. Mesa will submit these documents to HUD by the established due dates. The 2026/2027 fiscal year begins July 1, 2026.
The City of Mesa has participated in the federal CDBG Program for 48 years, ESG Program for 36 years and HOME Program for 32 years. Mesa has received over $106 million in federal funds to deliver critical services for low to moderate-income persons whose income falls below 80% of the area median income (AMI.)
